The measures on the registration of the professional qualifications of prosthetics and orthotics (auxiliary devices) manufacturers, adopted at the sixth ministerial meeting on December 27, 2005, are hereby promulgated.

Procedures for registration of the professional qualification of prostheses and orthotics (auxiliary devices) manufacturers
Article 1 in order to strengthen the prosthesis and orthoses (equipment) production qualification registration management, standard prosthesis and orthoses occupational behavior (equipment), on the basis of the state council to is really necessary to retain the administrative examination and approval of project setting administrative licensing decision "(order no. 412 of the state council of the People's Republic of China) regulations and these measures.
Referred to in article 2 hereof (equipment) for prosthesis and brace) (hereinafter referred to as ", refers to the national prosthesis production division or orthoses (equipment) for the professional qualification examination qualified, and obtain the personnel department of the state council and civil affairs departments jointly using the "prosthesis making teacher qualification certificate", or "orthoses made teacher qualification certificate (hereinafter referred to as the teacher qualification certificate), the prosthesis (equipment) and brace assembly production enterprise engaged in professional and technical personnel.
Article 3 the civil affairs department under the state council shall be in charge of the registration and administration of national producers.
Article 4 a producer shall, within 3 months after obtaining the professional qualification certificate for a producer, apply to the civil affairs department under the state council (hereinafter referred to as the registration institution) for the initial registration formalities for a producer.
Article 5 an applicant for the initial registration of a producer must meet the following conditions simultaneously:
(1) abide by discipline and law, and abide by the professional ethics of producers;
(2) obtaining the professional qualification certificate of production engineer;
(3) obtaining the examination and approval of the practicing entity to which he belongs;
(4) good health, able to work in key technical positions in the production and assembly enterprises of prosthetics and orthotics.
Article 6 whoever applies for the initial registration of a producer shall submit the following materials to the registration institution:
(1) application for registration as a producer;
(2) a copy of the production engineer's professional qualification certificate which is verified with the original and is correct;
(3) a copy of the applicant's id card that is verified with the original and is correct;
(4) certificate of examination and qualification of the practicing entity to which the applicant belongs;
(5) the employment contract signed by the applicant and the practicing entity.
If the applicant applies for the initial registration of the producer beyond the prescribed time limit, in addition to submitting the above materials, he/she shall also submit the certificate of continuing education and business training obtained by the producer approved by the registration institution through publication, self-study, training, business discussion, academic exchange and other means. If an applicant applies for the initial registration of a producer more than one year after the prescribed period of time, he/she shall also submit a certificate that he/she has passed the practical operation examination.
The registration organ shall, within 20 working days after receiving the application materials, decide whether to grant registration or not. If registration is approved, a registration certificate shall be issued; If the registration is not granted, the reasons therefor shall be explained in writing.
Article 7 registration shall not be granted under any of the following circumstances:
(1) belonging to a person without or with limited capacity for civil conduct;
(2) there is a gross negligence in the business, and the date of application for registration of solstice due to the negligence is less than two years;
(3) it is not suitable to engage in the business of a producer for reasons of being over the age of 70 or for health reasons.
Article 8 after the initial registration, the producer shall apply to the registration institution for verification before March 31 of each year. Application for verification may be made by letter, telegram, telex, facsimile, electronic data exchange and E-mail. In case of application for verification, the producer recognized by the registration institution shall submit the certificate of continuing education and business training of not less than 30 class hours each year obtained by way of publication, self-study, training, business discussion, academic exchange and other means; A certificate that has passed the examination of the unit in which he/she works.
If the certificate is verified to be qualified, the registration organ shall affix a special seal for verification on the registration certificate.
Article 9 the term of validity of the initial registration of the professional qualification certificate of the producer shall be 3 years, counting from the date of registration. If the producer wishes to continue his practice upon the expiry of the registration period, he shall apply to the registration institution for renewal of registration three months before the expiry of the registration period.
Application for renewal of registration may be made by letter, telegram, telex, facsimile, electronic data exchange and E-mail. Apply for renewal of registration, the application materials provided in addition to the content of the initial registration regulations, shall also submit myself work summary, the results prove that, registration agencies approved production division by KanShou, self-study, participate in discussion of training, business and academic exchanges and other ways of continuing education, business training certificate.
The registration organ shall, within 20 working days after receiving the application materials, make a decision on whether to grant the renewal of registration or not. Where renewal of registration is granted, the valid period shall be 3 years, the registration certificate shall be re-issued and the original registration certificate shall be recovered.
Article 10 the producer shall not be verified or renew his registration under any of the following circumstances:
(1) to practise concurrently in two enterprises engaged in the production and assembly of prosthetics or orthotics;
(2) he has not been practicing in a practicing entity for more than one consecutive year;
(3) causing serious bodily injury to a party due to his illegal practice or negligence.
Article 11 a producer who changes his/her work unit shall go through the formalities of change registration with the registration organ two months after the change of work unit.
Article 12 these measures shall come into force as of the date of promulgation.
