In order to implement the spirit of "several opinions of the state council on accelerating the development of the rehabilitation auxiliary appliance industry" (guo fa [2016] no.60), give full play to the main role of social forces in the development of the rehabilitation auxiliary appliance industry, and better meet the needs of the people, with the consent of the provincial people's government, the following implementation opinions are proposed.
I. general requirements
(1) guiding ideology. Fully implement the party's 18 large and 18 sixth plenary session of 3, 4, 5, spirit, firmly establish a innovation, coordination, the development of green, open, sharing ideas, coordination to promote "comprehensive" four strategic layout, to serve man's all-round development as the guidance, in order to enlarge effective supply as the goal, to enhance independent innovation ability, strengthen policy support, optimize the development environment, advance the opening up and cooperation, improve the market mechanism, to promote social investment, further play social forces in the main role in the rehabilitation equipment industry development, accelerate the informatization of rehabilitation equipment industry, intelligent, standardized, We will better meet the multilevel and diverse needs of the people and accelerate the realization of the overall goal of "building fulcrum and taking the lead".
(ii) development goals. By 2020, the innovation ability of the province's rehabilitation assistive device industry will be significantly enhanced, the innovation achievements will be effectively transformed into actual productive forces, the innovative talent team will be developed and strengthened, and innovation-driven industrial development advantages will be formed. The province has basically formed an industrial pattern featuring reasonable layout, distinctive features and high-quality products, and a number of well-known independent brands and advantageous industrial clusters have emerged. Its market share at home and abroad has been significantly increased. The industrial development environment is more optimized, the industrial policy system is more perfect, and the market supervision mechanism is more perfect. By 2025, the scale of the province's rehabilitation assistive device industry will exceed 30 billion yuan.
Ii. Main tasks
We will enhance our capacity for independent innovation. We will fully implement the strategy of innovation-driven development, promote mass entrepreneurship and innovation, and foster all-round innovation with talent as the foundation, market as the guide, capital as the support and science and technology as the core.
1. Build a platform for scientific and technological innovation. We will make overall use of innovative resources of institutions of higher learning, research institutes, enterprises, institutions and non-governmental organizations to build a platform for technological innovation of rehabilitation AIDS and promote the establishment of a mechanism for collaborative innovation. Give full play to the scientific research advantages of our province in medicine, traditional Chinese medicine, materials, automation, communication and other fields, and form research and development advantages in basic theory, basic technology, basic materials, basic components, advanced technology, system integration and other aspects. We will guide industrial (entrepreneurial) investment funds and private capital to support various research and development institutions. 2. Encourage new product r&d. Combined with the reality of our province, guide enterprises to research and develop key rehabilitation AIDS. We will focus on the research and development of intelligent accessories, rehabilitation robots, bionic prostheses, "3D" printing technology, rehabilitation training equipment and rehabilitation digital platform as the key support areas. Priority will be given to the elderly, the disabled, the disabled care of rehabilitation assistive devices products and disabled children rescue rehabilitation assistive devices products as the main areas of development. We will encourage research and development of products that improve the quality of life of ordinary people and meet the needs of various consumer groups. We will strengthen innovation in traditional Chinese medicine rehabilitation technologies and methods, and form and promote a number of rehabilitation assistive devices with independent intellectual property rights, accurate curative effects and prominent TCM characteristics. Relying on the advantageous units in the research and development, production and application of rehabilitation assistive devices, we will carry out the incubation and demonstration of entrepreneurship and innovation in the industry of rehabilitation assistive devices. We will support industry organizations in carrying out industrial innovation evaluation activities, publicize the knowledge of rehabilitation assistive devices, promote the innovative product catalog of rehabilitation assistive devices, scientific and technological achievements and transformation project information. We will encourage innovative, entrepreneurial and labor-intensive small, medium-sized and micro-sized enterprises to focus on the development of market segments and follow the path of "specialization, innovation and innovation" and cooperation and development with large enterprises. 3. Promote the upgrade of manufacturing system. By encouraging enterprises to accelerate the application of additive manufacturing, industrial robots, intelligent logistics and other technical equipment, service enterprises should form the forms of r&d, manufacturing and industrial organization based on the dynamic perception of consumer demand, so as to effectively enhance the market competitiveness of enterprises. By vigorously promoting the application of energy-saving and environment-friendly technologies, technologies and equipment, we will actively build a green manufacturing system and lay a solid foundation for the formation of product brands. We will vigorously develop productive services. We will build specialized public service platforms for industrial clusters and small and medium-sized enterprises, integrate and optimize production service systems, expand and strengthen producer services such as inspection and testing, certification and accreditation, raise the level of productive services, and enhance the synergy of upstream and downstream enterprises in the industry. (3) strengthening the construction of a talent pool. 1. Strengthen the training of high-end talents for rehabilitation assistive devices, and support the training of leading technical talents for rehabilitation assistive devices institutions. We will encourage professional and technical personnel specializing in the research of rehabilitation assistive devices to apply for provincial "hundred million talents project" and other talent projects and projects. We will create an innovative mechanism for talent aggregation in biomedical engineering, rehabilitation clinical medicine, material science, intelligent technology, information systems science, manufacturing science and other disciplines, so as to ensure the core competitiveness of r&d and design. Actively organize rehabilitation technicians, community rehabilitation professionals, professional social workers, and employment guidance personnel for the disabled to participate in the continuation of the knowledge of rehabilitation AIDS. We will support enterprises in establishing jointly with institutions of higher learning training bases for practical talents, encourage enterprises to provide positions for teachers to practice and students to practice, accelerate the training of personnel in the field of rehabilitation assistive devices, and meet development needs in a timely manner. 3. Strengthen the training of professional personnel of rehabilitation AIDS. We will implement the relevant policies on the occupational classification, national occupational standards and professional title assessment of employees of national rehabilitation assistive devices. We will give full play to the role of specialized vocational skill appraisal stations in the civil affairs industry of the province, and regularly carry out vocational skill appraisal for primary, middle and senior technicians every year. Improve the service system. While accelerating industrial development and expanding effective market supply, we will give full play to the role of rehabilitation AIDS in improving people's quality of life and ensuring people's livelihood, and gradually establish and improve a social service system for rehabilitation AIDS.
1. Promote the construction of rehabilitation institutions. Accelerate the construction of the public welfare rehabilitation equipment service agency, to develop the non-profit social organization and social strength investment of the construction of the health service agencies, to gradually build the public service institutions for the hub, in towns and service center to support the elderly and disabled persons, to social health service institutions for supplementary service network. We will gradually build a network of rehabilitation assistive devices and services that are diversified, cover both urban and rural areas, and are accessible to all. We will truly bring rehabilitation assistive devices and services to the people, and increase the effective supply of rehabilitation assistive devices. We will include public welfare projects on rehabilitation AIDS for orphans, disabled people with difficulties and disabilities in key government work related to people's livelihood, and give full play to the role of government public welfare projects in promoting industrial development, improving the service system and ensuring people's livelihood. 2. Enhance service capability. We will energetically promote teamwork between rehabilitation physicians, rehabilitation therapists and personnel involved in the configuration of rehabilitation assistive devices, and focus on integrating medical services such as orthopedics, ophthalmology and rehabilitation departments, as well as old-age care services with the configuration of rehabilitation assistive devices. To promote the wide application of rehabilitation AIDS in the fields of old-age care, disability assistance, medical treatment, health, education, communication, transportation, sports, entertainment and other fields. We will actively promote the building of an information platform for the service of rehabilitation assistive devices, serve the needs of the people, upgrade consumption, and effectively link supply and demand. 3. Strengthen the promotion and adaptation services of rehabilitation AIDS. The elderly rehabilitation training is combined with the configuration of rehabilitation AIDS to meet the functional needs of protection, nursing and care and improve the level of rehabilitation services for the elderly. We will pay close attention to the lives, education and employment assistance of the disabled, provide assistance and support for education and employment of the disabled, enhance their ability to participate in social life, and play a positive role in achieving a comfortable life for the disabled at the same time. We will expand the production of assistive devices for home care and rehabilitation services, and integrate them into the network platform for home care and rehabilitation services. We will strengthen the construction of assistive devices for the rehabilitation of community-based old-age care facilities, and equip assistive devices and equipment for the rehabilitation of the elderly in day-care centers, nursing homes, activity centers for the elderly, mutual old-age care centers and other community-based old-age care services. Optimize the market environment. We will deepen the reform of "decentralization, administration and service" in the field of rehabilitation assistance equipment industry, and accelerate the establishment of a market supervision pattern featuring clear rights and responsibilities, fairness and justice, rule of law, transparency and efficiency.
1. Improve laws and policies. We will promote the catalogue of assistive devices for rehabilitation in China and ensure the implementation of social insurance, judicial expertise, social welfare and payment systems for assistive devices for rehabilitation. We will continue to advance reform of the commercial sector system, lower the threshold for market access, simplify registration procedures, improve oversight and service mechanisms, and create a sound business environment. In accordance with the interpretation of the supreme people's court on several issues concerning the application of law to the trial of cases of compensation for personal injury, the relevant policies on the administration of prosthetic limb assistive devices for disabled persons in traffic injury accidents and other personal injury accidents throughout the province were formulated and implemented. 2. Maintain good market order. We will improve the market supervision system that is unified, standardized, has clear rights and responsibilities, is fair and efficient, and has a sound rule of law. We will strictly enforce the law against unfair competition and the anti-monopoly law, investigate and punish violations of laws and regulations, crack down on ipr infringement and the production and sale of counterfeit and shoddy goods, and maintain the order of a fair market. We will support industry organizations in improving the mechanism for self-regulation and punishment, and give full play to the role of industry standards, data statistics, information disclosure and fair competition. We will strengthen the construction of the credit system for the industry of rehabilitation AIDS and establish a new market supervision mechanism with credit as the core. 3. Play the role of standard guidance. We will accelerate the formulation and revision of standards for key products, management and services, improve the standard system for assistive devices for rehabilitation, and give full play to the leading and normative role of standards in the market. We will strengthen international cooperation on standards for rehabilitation AIDS, refer to relevant standards approved by international ISO, ec CE and other institutions, actively adopt advanced international standards suitable for the development of the industry of rehabilitation AIDS in our province, and promote the formulation of standards in our province. To establish the supervision system and statistical index system of the registration, certification and testing of the products of rehabilitation AIDS, and establish the implementation and supervision mechanism of standard classification. We will develop a number of inspection and testing institutions for the quality of rehabilitation assistive devices and assembly services. 4. Strengthen quality management. Strengthen the consciousness of quality of the product of rehabilitative assistant appliance, build a brand with quality, win the market with quality. We will strengthen the main responsibility for quality and safety of enterprises, carry out demonstration activities for quality management, encourage enterprises to establish quality management systems covering the whole life cycle of products and pass relevant certifications, strengthen quality and safety training, and optimize quality control technologies. We will establish a mandatory and voluntary product and service certification system and a quality traceability system, and improve the service return visit system. We will strengthen spot checks of product quality supervision, early warning of risks, recall of defective products, verification and evaluation of product injury monitoring, and issue red and black lists of product and service quality. Iii. Policy support
Implement preferential tax pricing. Eligible enterprises of rehabilitation AIDS may, in accordance with the law, enjoy additional deduction of research and development expenses and accelerated depreciation of fixed assets. Eligible public welfare donations shall be deducted before income tax according to law. Enterprises that have been identified as high-tech enterprises in the field of rehabilitation AIDS shall enjoy preferential enterprise income tax in accordance with relevant regulations. Resident enterprises that produce and assemble special articles for disabled persons and fall within the scope of the catalogue of special articles for disabled persons in China issued by the ministry of civil affairs shall be exempted from enterprise income tax within the prescribed period. We will implement the policy of the same price for water, electricity, gas and heat used by enterprises providing services for the allocation of rehabilitation AIDS as industrial enterprises.
